Terms and Conditions

1. Services Provided

Pillar Waste Solutions offers waste & recycling collection services using 96-gallon cans, 2-yard dumpsters, and 4-yard dumpsters. Services are available to both residential and commercial customers within Pittsburgh, Pennsylvania.

2. Service Agreement

Each container provided by Pillar Waste Solutions — including 96-gallon cans, 2-yard dumpsters, and 4-yard dumpsters — is assigned a unique serial number. This serial number is recorded at the time of delivery and is used to identify the container’s assigned location.

Once placed, containers are not permitted to be moved from one location to another (e.g., from store to store or to a different address). Only authorized Pillar Waste Solutions employees, representatives, or associates may move or reposition containers.

Any unauthorized relocation of a container may result in:

  • A service disruption

  • A relocation fee

  • Liability for any loss or damage to the container

Pillar Waste Solutions reserves the right to suspend or terminate service if containers are moved without permission.

3. Payment Terms

  • Payment is due on your monthly anniversary date, which is the same calendar day each month that your service began.

  • A late fee of $15 will be applied if payment is not received by 6:00 PM on your anniversary date. If your payment date is on a holiday, then payment will be extended till 6 PM the next day. 

  • If payment is not received within 7 days of the due date, your service will be suspended until the account is brought current.

  • If payment remains unpaid for 10 days after suspension, your account will be automatically closed, and your dumpster or container will be removed on the earliest available date by a Pillar Waste Solutions representative.

  • When removal of dumpster/can(s) it must be empty. Contents will be let on property. If not possible, extra fee along with the unpaid balance will go to collections 
  • You will remain financially responsible for any unpaid balance, regardless of whether service has been suspended or the container removed.

  • Pillar Waste Solutions reserves the right to pursue collections if payment is not received after account closure.

  • A $25 reinstatement fee will apply if you wish to reinstate your account after closure.

  • Balances that are left on the account will be sent to collections for further process of collecting payment(s).
  • For customers paying by check: any returned or bounced check will result in a $39 check return fee, which must be paid before services resume.

4. Dumpster Delivery Policy

Before any dumpster or container is delivered, the customer must have an active account in good standing, and payment must be made in advance.

For customers paying with cash, the full payment must be made in person at the time of delivery. Dumpsters will not be set or dropped off unless cash is in hand at the time of delivery.

No exceptions will be made for out-of-town customers or verbal payment agreements. All payments must be completed before or during delivery — no post-delivery billing is allowed for first-time or cash-based accounts.

Each dumpster or container is assigned a unique serial number. This number is used to confirm its assigned service location and must remain fully visible and intact at all times. Any attempt to erase, alter, deface, or remove the serial number may result in a possible fee for tampering or replacement.

Pillar Waste Solutions reserves the right to delay or reschedule service due to weather, holidays, or operational issues. We will make reasonable efforts to notify customers of any changes.

5. Waste Restrictions

To ensure safety, legal compliance, and proper disposal, only acceptable waste materials may be placed in Pillar Waste Solutions containers. The following rules apply to all 96-gallon cans, 2-yard dumpsters, and 4-yard dumpsters:


Allowed Items
General household waste (bagged)

Office or business trash

Food waste (bagged)

Non-hazardous, non-liquid commercial waste

Clean cardboard, which should be recycled if possible

Cardboard and paper (flattened)


Prohibited Items

The following materials are strictly prohibited from being placed in any container provided by Pillar Waste Solutions:

Hazardous waste

Liquids (including oil, paint, chemicals, fuels, or solvents)

Petroleum products and contaminants

Radioactive materials

Aerosol cans

Batteries and battery acid

Oil filters

Antifreeze

Asbestos or asbestos-containing materials

Chemical products of any kind

Herbicides and pesticides

Soil, contaminated soil, and paint chips

Heavy metals (e.g., lead, mercury, cadmium, etc.)

Solid metals or metal furniture (e.g., metal tables, file cabinets, metal shelving, scrap metal)

Construction and demolition debris (unless approved)

Industrial waste

Barrels or drums

Tires, electronics, or appliances with refrigerants (e.g., microwaves, refrigerators)

Mattresses or box springs

Medical or biohazardous waste

Yard waste (unless otherwise approved)

Dead animals or animal carcasses

Human remains — If suspected human remains are found in any container, Pillar Waste Solutions will immediately notify the proper authorities, and an investigation will be initiated.

Ashes or hot materials

Propane tanks, gasoline tanks, kerosene tanks, or any fuel storage containers

Lawnmowers or any equipment containing fuel tanks

6. Cancellations & Refunds

Cancellation Requests:

Customers may cancel services at any time by contacting Pillar Waste Solutions via phone or email. Cancellations become effective on the last day of the calendar month in which notice is received.

Early Termination Fee:

A $50 cancellation fee applies for early termination if proper notice is not given.

Late Notice or Same-Day Cancellation:

If cancellation is requested less than one business day before a scheduled delivery or pickup, a $150 trip charge may apply.

Dumpster Pickup with Contents:

If a dumpster still contains waste at the time of removal, the customer will be charged their regular monthly dumpster fee before the container can be removed.

If the dumpster is completely empty, no pickup charge applies for standard removal.

Refunds & Billing Period:

No partial refunds or prorated credits will be issued under any circumstances.

Service will remain active through the last day of the current billing period, regardless of when the cancellation request is made. Customers remain responsible for payment through that date.

Access & Equipment Return:

Customers must ensure clear access for container removal on or after the cancellation date.

All dumpsters, containers, and locks (if issued) must be returned in acceptable condition. Missing or damaged locks incur a $35 replacement fee.

7. Scheduled Pickups

  • Pillar Waste Solutions operates on a recurring pickup schedule based on your service plan (e.g., weekly, bi-weekly, or monthly).

  • Customers will be informed of their pickup day(s) at the time of account setup. Pickup schedules may vary slightly due to holidays or weather delays (see Section 10).

  • All containers must be accessible 24 hours a day, from 12:00 a.m. to 11:59 p.m., on the scheduled pickup day.

  • Customers may NOT place their own locks on dumpsters. Only locks provided by Pillar Waste Solutions are permitted.

  • If a Pillar Waste Solutions lock is on the dumpster, the driver will have a key and can access the container.

Missed Service – Customer Responsibility

  • If a container is inaccessible (e.g., blocked, locked without a key, or behind a closed gate) or not set out properly, the driver may skip service.

  • If service is missed due to the customer’s actions or inactions, no credit or refund will be issued.

  • An extra pickup fee equal to the customer’s regular monthly dumpster fee plus a $75 charge will apply for any return trip or rescheduled service.

Missed Service – Company Responsibility

  • If a scheduled pickup is missed due to a company error (e.g., driver error, mechanical breakdown), Pillar Waste Solutions will return to complete the service at no additional charge, typically within 1–2 business days.

  • Missed service must be reported by the customer within 24 hours to qualify for a makeup pickup.

Rescheduling or Emergency Pickup

Customers may request an off-schedule or emergency pickup. These pickups will be billed at the customer’s regular monthly dumpster rate plus a $75 emergency fee (see Section 5).

8. Customer Responsibilities

Proper Container Use:
  1. Customers must use dumpsters and 96-gallon cans only for approved waste types and must comply with all waste restrictions outlined in Section 5.

  2. Misuse may result in additional fees or service suspension.

  3. Container Placement:

    Containers must be placed in a safe, accessible, and legal location on customer property to allow pickup and servicing without causing damage or obstruction to property, vehicles, or pedestrians.

    Pillar Waste Solutions is not responsible for damage to driveways, landscaping, or other property resulting from container placement or pickup.

  4. Access & Clearance:

    Customers must ensure clear and safe access to containers during pickup hours (see Section 7).

    Containers must have adequate clearance from obstacles, vehicles, power lines, and other hazards as specified by Pillar Waste Solutions.

  5. Unauthorized Access:

    Customers are responsible for securing their containers from unauthorized use or dumping.

    Locks provided by Pillar Waste Solutions are available for purchase to help prevent unauthorized access.

  6. Reporting Issues:

    Customers should promptly report any service issues, damage to containers, or changes in service needs to Pillar Waste Solutions.

  7. Payment Responsibility:

    Customers are responsible for timely payment of all invoices per the payment terms outlined in Section 3.

  8. Damage or Loss:

    Customers will be held responsible for damage, loss, or theft of containers or locks beyond normal wear and tear, including unauthorized movement or alteration of equipment.

9. Service Changes & Price Adjustments

Pillar Waste Solutions reserves the right to modify service offerings, pickup schedules, and pricing at any time. While we strive to provide customers with advance notice of such changes, prices and service terms may be adjusted without prior notice. Customers acknowledge and agree that price changes can occur at our discretion.

10. Inclement Weather, Site Conditions & Access Limitation Clause

Customer acknowledges and agrees that Pillar Waste Solutions, its employees, agents, and
subcontractors shall have sole discretion to determine whether weather, ground conditions, access
conditions, or site conditions are safe for service. Service may be delayed, suspended, rescheduled, or
refused without notice due to conditions including, but not limited to, snow, ice, freezing rain, flooding,
standing water, mud, soft or unstable ground, steep grades, obstructions, insufficient clearance,
improperly maintained surfaces, or any condition that may pose a risk of personal injury, vehicle
immobilization, equipment damage, property damage, or environmental harm.
Pillar Waste Solutions shall have no obligation to attempt service or relocate containers under unsafe
conditions and shall not be liable for failure or delay in service resulting from such conditions. Customer
is solely responsible for maintaining safe and accessible service areas, including but not limited to snow
removal, ice control, adequate ground support, clear access routes, and unobstructed container
placement.
Customer assumes all risk of damage to pavement, curbs, driveways, lawns, underground utilities,
private roads, and surrounding property arising from normal service operations or site conditions. Pillar
Waste Solutions shall not be responsible for damage caused by subsurface conditions, shifting ground,
concealed hazards, or inadequate site preparation.
Missed or delayed service due to unsafe conditions does not constitute a breach of contract and does
not relieve Customer of payment obligations. Scheduled service charges remain payable regardless of
access limitations. Service will resume when conditions are deemed safe by Pillar Waste Solutions.
